MES Engineering (Exeplant at present), one of the OMEGALLIANCE® Group companies, announces the launch of Automated Operational Supervisory Control System (AOSCS) for the federal construction project—the Sakhalin–Khabarovsk–Vladivostok main gas pipeline. 

In 2008, Gazprom started to develop the Sakhalin–Khabarovsk–Vladivostok gas transportation system. This strategic project required an advanced efficient operational supervisory control system. Thus, in 2010, MES Engineering (Exeplant at present) started to develop AOSCS for the new project under construction. At that time, the company had already had an extensive experience in such projects, including another crucial project within the gas transportation infrastructure—the Nord Stream gas pipeline.

The system and the site were created from scratch and the project implementation was not without difficulties, but MES Engineering (Exeplant at present) successfully overcame those difficulties and established good practices for future projects. A large number of integration solutions providing communication with various basic automation systems became one of the project's main features. Along with connection to telemetry, integration with the security alarm system and the energy sources accounting system took place. The entire set of metrics from various systems was available in the developed operational supervisory control system, and now they are used to provide efficient and safe operation of the Sakhalin–Khabarovsk–Vladivostok gas pipeline. 

The developed solution applies across the Sakhalin, Khabarovsk, Amur and Primorye line operation administrations. Despite geographical distribution and difficult access to main gas pipeline facilities, the works schedule and deadlines met customer's requirements, and the users were able to launch the pilot solution on time. This is particularly important when such a project is a part of a large-scale construction project at the federal level. Contractors for such construction projects are not only to meet the deadline, but also to ensure strategic state security. The Russian Federation Government recognized the Eastern Gas Program as a high-priority project aimed to ensure prospective gas exports to China and other Asian-Pacific countries.

Within the framework of the pilot solution, the following subsystems are implemented:

  • Subsystem for collection of process information on the gas pipeline facilities and processes;
  • Energy accounting subsystem for line pipes;
  • Control subsystem for power engineering and power supply facilities.

At the moment the system enables to: 

  • Control operation modes and state of process equipment;
  • Analyze the data to execute scheduled work orders and optimize operation of the equipment;
  • Monitor and contain emergencies and incidents;
  • Keep records of gas consumption for own needs.

PSI AG software was chosen to implement AOSCS for the Sakhalin–Khabarovsk–Vladivostok project. 

About the Sakhalin–Khabarovsk–Vladivostok gas transportation system

The Eastern Gas Program provides for top-priority construction and development of the Sakhalin–Khabarovsk–Vladivostok gas transportation system. This is the first in Eastern Russia transregional gas transportation system to supply gas to major business customers in several Far East regions (Khabarovsk Krai and Primorye Krai, Jewish Autonomous Oblast) at once, to start large-scale gas supply, and to enable gas export to the Asian-Pacific Region. The Sakhalin offshore fields will be the main resource base for the GTS development. The total length of the GTS routes is over 1,800 km. Once the system reaches its full capacity with 14 compressor stations, it will be able to convey about 30 billion cubic meters of Sakhalin gas per year. More: gazprom.ru/about/production/projects/pipelines/shvg
